ARKANSAS LOTTERY FISCAL OFFICER RESIGNS

Philip Miley, an Arkansas State Lottery controller, has resigned his office after heavy criticizing from lottery commissioners and legislators. Miley wrote in his resignation latter that he and his spouse wish to return home. The man has worked for the lottery for more than 2 years and his resignation becomes effective on September 9. Bruce Engstrom, a Lottery Commissioner, stated that he is unaware of Miley’s reasons for resigning but he believes that he should not have been hired in the first place. He added that Miley’s resignation enables the Lottery Commission to begin the search for a better employee which actually has the proper skills and knowledge to “prepare financial statements in accordance with generally accepted accounting principles for governmental entities.” Prior to his arrangement with the Lottery, Philip Miley worked as a controlled for Regional Health Care Holding Inc., a subsidiary of St. Bernard’s Health Care of Jonesboro. Lottery commissioners and several legislators criticized Philip Miley following a state auditor’s conclusion that lottery staff members have no clue about preparing financial statements, at least not according to accounting principles demanded by state law. However, Senator Johnny Key, co-Chairman of the Legislature’s lottery oversight committee, stated surprise upon hearing of the resignation.

“We have kind of gone to great lengths to get him back to a CPA status (after Miley’s certification lapsed),” State Senator Johnny Key stated. “The state was picking up the tab for it.”

Last month, the lottery commission signed a contract with a firm based in Irving, Texas, awarding $55,000 for the production of a high quality financial report. Rep. Johnnie Roebuck was completely against the move, as he sponsored a new law which forces the lottery itself to come up with these reports. Johnnie Roebuck stated that the lottery’s employees should have been perfectly prepared for this kind of work, if they had the proper credentials prior to their hiring. Roebuck also denied any comments on Philip Miley’s situation.
