NC LOTTERY, A HISTORY OF CONTROVERSY

The North Carolina Education Lottery has been heavily featured in our news section lately. It looks like it has generated a lot of interesting stories, and a quick search will reveal the fact that the lottery has been “interesting” ever since it was founded. This made us decide to give you a detailed account on how this particular state lottery works. Also, we will talk about some of its games. Powerball lottery

North Carolina used to be the only state on the East Coast without a state lottery. Both lawmakers and citizens just couldn’t reach an agreement, and both sides appeared to be equally strong. This is why, even though some states have had government run lotteries since the late 60s and 70s, North Carolina joined the club as late as 2005. Mega lottery

There have been many attempts to create a state lottery in North Carolina, but the breakthrough came on August 30, 2005. On that day, Harry Brown and John Garwood, two lawmakers which were known lottery opponents, were not present at the meeting and had excused absences. With that in mind, supporters of a state lottery called for a special vote, and the result was 24-24. Lt. Governor Bev Perdue stepped in and cast the deciding vote, in favor of the lottery. Governor Mike Easley signed the North Carolina State Lottery Act and the dream became a reality. None of this would have happened if the two absent senators would have been present, as both of them said that they would never have agreed, as they believe the state lottery is just a “regressive tax on the poor”.

The North Carolina Education Lottery went on to become very successful and it has turned many dreams into reality. However, things did not always go smooth. A huge scandal broke out in 2009, when Governor Perdue decided to withhold about $88 million to complete the North Carolina budget. In February 2009, Perdue took $50 million from the lottery (the lottery’s entire reserve) and $38 million which were supposed to help school construction. Lotteries

The Lottery’s current games are the Carolina Cash 5, Carolina Pick 4 and Carolina Pick 3. The lottery also offers tickets for the multi state Mega Millions and Powerball lotteries. The lottery pays 50 percent of its proceedings to players in the form of winnings, 35 percent goes to education and the rest is used for administrative expenses.
